The Business Incubator Center was founded in the aftermath of one of Western Colorado’s defining economic shocks: Black Sunday, May 1982, when the oil shale collapse hit our communities hard. In response, local leaders made a decision that still guides us today: no region should depend on a single industry. Strong economies adapt.
