On November 4, 2020, the City of Grand Junction established the Grand Junction Business Stabilization and Recovery Grant Fund-Phase II and authorized the Business Incubator Center to distribute up to $300,000 of grant funding to eligible businesses impacted by COVID-19.

Grant funding of up to $7,500 will be awarded to eligible businesses in the city limits of Grand Junction that can demonstrate losses related to COVID-19 that have not been covered by other funding. The funding may be used for fixed and operational expenses. Businesses that have applied for the city funds under a previous program (GJ Business Stabilization and Recovery Fund) are eligible to re-apply for the difference between their original award and $7,500.

Approved Uses include:

  • Fixed and operational expenses such as lease/mortgage, insurance, utilities, etc.



  • Business has a physical location in the Grand Junction City limits.
    • If a business has more than one location, only one location may apply for/receive funding.
  • Business must demonstrate to reasonable satisfaction that it was compelled to close or substantially limit business operations due to the Executive Orders and Public Health Orders issued because of the COVID-19 pandemic.
  • Business must have been open as of March 1, 2020, with the business having a physical address in the Grand Junction City limits.
  • Business has 50 or fewer full-time employees.
  • Business has local ownership.
  • Business must be in good standing, including tax, zoning, health department, and other regulatory matters with the City of Grand Junction, Mesa County, and as applicable, the State of Colorado.
  • Business must submit an operating/survivability plan and financial statements as required by the Business Incubator Center.
    • An applicant business applying for funds for rent/mortgage payment will be counseled to use the loan funds to negotiate with the landlord or mortgagor for payment reductions and/or surety against eviction for at least 90 days.
  • Nonprofit organizations are not eligible.


The Business Loan Fund of Mesa County (a program of the Business Incubator Center) is now accepting applications for the Grand Junction Business Stabilization and Recovery Grant Fund – Phase II. Applications will be processed in the order they are received until funding is fully allocated. Although you may submit your application for review, funds will not be distributed until verification of eligibility.

  • Profit and Loss Statement for 2019 and 2020 year-to-date
  • Balance Sheet ending 2019 and 2020 year-to-date
